What is the Up and Down Arrow on the center console of a 02 Subaru WRX manual 2.0L?

What is the Up and Down Arrow on the center console of a 02 Subaru WRX manual 2.0L? Someone told me that its for snow traction, but I'm not sure. What is its purpose? The WRX does not have a sun roof btw.
